I expect that NASA had their pick of comets in 1995 when the nova Hale-Bopp came along. They chose the comet we see now, probably the line between the nova and this comet lined up better with this comet's orbit - not all THAT well, as the orbit has suddenly changed! 4,200 orbit period, OOPS, now its 2,380. Huge size and fragmenting out past Jupiter, OOPS can't find it in 1996, but oh!, now it shows up, barely outgassing. You think you're looking at the same thing? I've got a bridge I want to sell you!
